To do so, policies and legislation have introduced specific categories of individuals who deserve special care, via a categorisation exercise that focuses on their vulnerability. This extreme form of social partitioning tends to be counter-productive on various levels though, and the past tendency to create specialised services seems to undergo a slow reversal towards generalist services which are flexible enough to provide individually-tailored responses to disadvantage.
