With a concern to guarantee equity for all Australian residents, the Australian Multiculturalism policy has striven to enhance public access to government services, particularly in the areas of health and justice. To do so, policies and legislation have introduced specific categories of individuals who deserve special care, via a categorisation exercise that focuses on their vulnerability. This extreme form of social partitioning tends to be counter-productive on various levels though, and the past tendency to create specialised services seems to undergo a slow reversal towards generalist services which are flexible enough to provide individually-tailored responses to disadvantage.
