Abstract

South of New Zealand lies an icy continent. best known for its icebergs, seals, and penguins: Antarctica. This place is also fascinating from an international policy perspective - the continent. which is not "owned" by any one nation, is governed through the Antarctic Treaty System, a truly international agreement that designates Antarctica as a place for peace and science.
