The lack of a thorough and comprehensive review of sustainable development indicators in the development plan of Shahid Beheshti port caused the backwardness of a national plan from its original program (about 2 years). The arrears diminished the role of the Chabahar port as the most important pillar and gateway to the eastern axis in the region. However, the development of the East and the achievement of trade and transit of goods to the eastern parts of Iran and Central Asia are key and key elements in the strategic planning of the Government of the Islamic Republic of Iran in the development and activation of the Eastern axis. The rejection of the plan also resulted in the loss of opportunity and position, as well as the cost of a lot of finance (due to inflation and rising prices) for the Ports and Maritime Organization. However, there has been a lot of research on sustainable development in the world. Which is generally considered to be the central issue of the environment. However, extensive research has not been carried out in the area of ports, taking into account its specific features and characteristics. In Iran, except for very limited research at the level of library studies, no specific research has been done.
