Abstract
Intrusion into the voluntary cooperation that should exist between owener and tenant imposes a const on every transaction, (with that cost in many situations being passed on to tenants) and may lead to perverse outcomes. For example increasing the obligations on propert owners may lead to reduced housing stock, with this accentuating the problems that tenants face in a scarce housing market.
