Abstract
The social and consumer issues that need to be adequately addressed by the communication technology market or the current policy and regulatory regimes are discussed. The increasing bundling of services associated with convergence and the business practices related to this, which is raising significant issues of consumer protection is also discussed. The need to organize appropriate funding of the consumer sector for achieving the required level of output is also discussed. The need to develop an evidence based research capacity within the consumer sector is also discussed.
