Yet, as this collection also details, efforts to develop better healthcare must too often rely on an incomplete or poorly aligned evidence-base that does not properly capture the contextual complexities of health policy and service development. In the frontline of primary healthcare, such evidence into policy-and-service divides are particularly concerning. Policy-makers want and need evidence that addresses 'whole-of-service' and 'systems-wide' issues to do with state and national health reform agendas.
